Is the Dolwin emu associated at all with Dolphin?

I just recently found there website, and I'm slightly confused. In their screenshot section their GUI looks nearly identical to the new Dolphin one. Their compatibility doesn't apear to be as high, but the icons for the games look to be exactly the same as well.

It was last updated Feb 18th, so as far as I can tell its not an older version of Dolphin, but I could be wrong...

Anyone have some insight into this?
