I can't find any that works with Dolphin, I tried to just rename a game to .gcm, it crashed the emu. I really think there should be a ROMs forum in the download section here at EmuTalk.net.

If you try to play with homebrew game then that's normal u have some difficulties.reallyjoel said:

The list you have in the main windows is only for Gcm files (Which is by analogy like .iso ) (they display the banner , the title, sometimes how it works...)
Please notice one thing:
executable file : .dol <> .exe
file ready to burn : .gcm<> .iso
<> (not egal), they do the same things but there are not coded the same way.
And surelly : .dol<>.gcm
For some homebrew game, you will need to use the backbuffer (green icon)

but for the other thing, a download section with Public Domain ROMs, wouldn't it be fitting?
