i use reshack and upx for descompress\compress exe

EDIT: I figured out how to work with both progs, and (I don't even know how) managed to pull out an Italian translation of Dolphin, its user guide and a translation/update of games.ini based on the results of this forum's posters.

I neither know how to translate the help file, but I'll try to translate the main program to portuguese [from Brazil].

If I can be anyhow useful to translate any Dolphin related document to portuguese, count me in! ;)

No tienes por que traducirlo al catalan puesto que ya está en ESPAÑOL y todos los catalanes saben español.

wait im lost...why do you need a translated version of a prog that basically just requires you to double click on a game's picture??

porque quieres una programa traducido, es muy facil...selecionas un juego y lo empieza...

Not all games just work like that, Mizugori, and you can somewhat "tune" the emu if you know what the specific options do.
