Hey guys, just want to figure out how to get Mario Kart's 4 player mode to run normally instead of SUPER HYPER TEEN EXTRORDINARE SPEED UP HYPER DRIVE 2 TURBO.

it's a native bug of the rom. On a real N64, when using some characters in 3 or 4 player mode, the game goes faster. I don't think this can be fixed.
But it's pretty fun, try Skycrapper with this bug !!!

This is the same as on the real N64: no speed limiter programmed in the ROM, and you know what the result is at a slow system.

Theres no Gameshark cheat or something to disable the speed up trick?
