Hi, this is probably a really stupid questions...
how do you tell if a rom is a PAL or NTSC rom?

PAL has a max of 50 frames per second and NTSC has a max of 60 frames per second

...and the fact that they have [U], [E] and [J] tags, along with many others. Which correspond with which market they were made for.

Make use of Good64 which will rename your roms for u. Good64 along with good windows and the bin file is on smiff's site http://www.smiff.clara.net/ under utilities.
once the roms have been rename they will have an (E), (J) or (U) after them.

E= Europe = pal
J= Japan = ntsc
U= USA = ntsc
