When opening the file with notepad how do you find out on the games what the code is to enter new codes? Like Perfect Dark

Is it on the game or the game box?

The best way to add codes yourself is to enable showing of advanced options in pj64 (under options), right click the games name, select cheats then right click in the white box that comes up and goto add cheat. It'll save you having to worry about that and probably lessen the chances of you accidently messing something up.

that helped a little but i also want to know how to add a new game to the cheat list without dling the rom. I cant find the numbers that it has on the file on the game or the game box. Is that the only way of adding codes is by dling the rom?

It's not the only way, you could do it by tracking down the entry in the rdb and copying the header to the cht file, or manually adding the crc and such, or whatever. But the easiest/most reliable (ie. no chance of putting cheats in for non-existant/false crc) is to have the actual rom. Adding it without the rom is kinda silly anyway, you'd have no way to test if the codes are valid or not.
