i notice that when i play games the fps is like 60 and the game seems to be moving to fast and its hard to play sometimes can anyone tell me how to lower the fps to normal speed

Press F4 and then check sync game to audio in your audio plugin.

Increase your resolution and enable the expansion pack and if it still is going to fast change from recompiler to interpreter in the RSP plugin. But with your system the last setting would be pushing it over the top.
