At the Moment no, As both Emus have unique features as:
Pj's great Grouped, Options, & Ranges.
& 1964's fantastic Edit & full 100 codes through the GUI Option.
Plus both Formats sport many more Great Differences.
So untill both are at a par.

Since the cheats staff doesn't control 1964, in order to make them the same, we would have to remove all the special enhancements for the cheats in PJ64. Of course, if someone *cough* Witten & Gent *cough* were to write a set of standards for all emulators, kind of like Zilmars plugin specs, and then get the other emulators to follow, there could be interchangeable cheat files between the emus.
Or, better still...
You could write plugin specs where the codes are sent to the emu through a plugin. Then every plugin author can have his own format for the cheats files and if the other emu authors will add support for the "Witten Plugin Specs" (lol) then the plugins can be used by any emu. In addition, problems that are found can be fixed without modifying the emu source and fixed without even having the emu source. I've thought about this since I started the PJ64 file, but I'm not versed enough in C++ to pull off writing a plugin or specs.

although that would require all emu's emulate and use the cheats the same way i assume.. might be tricky unless generic code was given out for authors to easily incorporate into their emu with no real hassle

Well i for one dont like the sound of it.
I would like 1964 to be able to use group, & options sure, but i dont want to change its format.
It is a big part of 1964, & i like it that way.
I would love to see a edit & delete function on PJ, But i wouldnt like to change its format either

This sounds to me like a Pek Type of thing, & as nice as pek is for the Playstation it is just a Add-on.
Im like part-off's, it makes for a better feel.

You mean PEC. No, its nothing like PEC. PEC is an external program that sends cheats through (of all things) the video plugin. I'm saying make a seperate plugin for cheats and incorperate it directly into the emulators. It would be no different than N-Rage's control plugin or Jabo's D3D plugin. As for the formats, whats the big deal? If they were all the same it would make things much easier on the cheats team, and then the file wouldn't have to be limited to 1964 and PJ64, it could travel to any emu that the authors added support for it. Besides they are pretty close to the same already.
flow``, the generic code you speak of is basically what Zilmar's specs are for the other three plugin types. Witten would have to devise a plugin spec for cheats. Of course it would be up to whether or not Witten is up to doing that or not.

not a bad idea at all. and this is also the best time to pull it off. right now only two n64 emus have extensive cheat databases. only two major standards need to be made into one.

I'm Still happy to keep both PJ & 1964 as perfectly different as they are.
Again, It gives them Character.
If there are any Emu's out there that happen to become better with compatibility, then we are more then happy to hear what cheats Format they are going for
& also think about offering to support the file :)
I think it's far more creative to have different ideas on how the Cheats Format should be, & it teaches others in the process.
I am sure a lot of users out there will learn alot
from both the PJ64 & 1964 Cheats FAQ, it makes for a good read.

but if the best of the two 'standards' can be combined, i dont see any bad effects.
